      Formalization of mathematical model of evolution of an ice cover of sea of Japan is resulted. The technique of its parametrical identification and an estimation of adequacy of model is offered. Further realization of the corresponding software which is oriented on construction of the operative forecast of a condition of a sea ice cover is considered. The developed program system can be used for carrying out of complex actions of maintenance of ability to live of the population in coastal areas of the sea and a safety of navigation.

The Concept of a Text-Forming System as a Component of a New Formal Tool for the Design of Linguistic Processors
      The paper grounds the necessity of developing widely applicable formal means for the design of linguistic processors — applied computer systems "understanding" natural language (NL), for instance, Russian or English and/or synthesizing NL-expressions proceeding from some inner representations of their contents (meanings). Text- forming systems are determined as formal objects including a part of morphological and semantic data about primary units of NL-texts. The main component of a text-forming system is a morphological basis — a formal representation of data of morphological character about lexical units of NL.

      Formulations of problems for the synthesis of redundant messages coding system robust to the influence of digital communication channel errors based on traditional game approach and on mathematical apparatus of linear difference equations stability are considered. She results of simulation modeling of a robust system of still images coding on the basis of linear difference equations stability, both under absence and presence of errors in a communication channel, are given.

Real— Time Voice Data Processing Optimization for VoIP Systems
      A modified approach is suggested to maintain real time operating mode for VoIP voice data processing systems. In case of system overload our approach uses dynamic adjustment of execution time for some widely used voice processing tasks at the expense of acceptable decrease of processing quality. As corresponding tasks, the CELP based coders and adaptive filter based echo cancellers are considered with appropriate modification. For these tasks the processing quality dependency on execution time has been researched. The general scheme for similar tasks presentation and the algorithm for optimal modification selection are given. The implementation results for TI DSP processors are presented.

Conflict (Differential Play) of Two Neurocomputer Systems
      Below we analyze and give a decision of the task about the conflict of two neurocomputer systems, which may be recovered after neuron knockdown. Hereby shown that this task is a differencial play of two neurosystems. It adds up to a mixed-strategy matrix game. Also we show an algorithm of the task decision which allows to figure out the best ways of players strategy by using methods of sampling and dummy role-playing.
